C:\Users<username>\AppData\Roaming\Bungie\DestinyPC\prefs
Open up cvars.xml in notepad and give this line a value of "1" then save the file:
<cvar name="force_enable_multi_threaded_render_submit" value="1" />
Start the game and away you go. FYI you will get horrible shadow flicker.
