Sorry in advance to anyone, but if I see a cheater in a game of PVP I quit immediately. Even if we are winning. My son got banned for playing with a cheater. He wasn't cheating but someone in his team was so they just blanket banned all 6 of them. He appealed and was denied reactivation. Since then as soon as I see a player cheating I pull the rip cord and float away. Lately this happens too often to be enjoyable.
Saw a guy recently who could pull all the enemies to one point on the map and shoot 300RPM with True Prophecy and 100% aim. See ya. Rip cord pulled.

Was he grouped with a cheater in a Fireteam and benefitted? Bungie changed their stance on this awhile ago to help deal with recovs. I've never heard of randomly matching with a cheater and someone being punished for it. "We now reserve the right to restrict or ban any player who has benefitted from cheating, even if they didn't cheat themselves," Aldridge added. "This includes scenarios where players group up with or provide account information to a guide or carry service, which then cheats on their behalf. We want you to find new friends out there, but be sure they have your trust before you go. If you LFG your way into a fireteam with a cheater, get out and report them. If you ride them to a flawless, the Banhammer will come for you as well."
