Hello there,
Expansions (Forsaken/Shadow-keep/Beyond Light) do not transfer and must be purchased on each platform you wish to play them on.

What makes it unfortunate? It's the way commerce(and games in general) have always worked.

Because I bought the expansion on my Xbox account, then linked that account to my steam account. So I’d have to play on my Xbox to use any of the expansion features instead of on my computer.

Correct and that isn't unfortunate. You need to buy the content on each device you wish to play on.
