I would not say general connectivity issue. Error Code Bee can normally indicate an issue outside of anyone's control, such as an issue in a routing center or packet loss somewhere down the line. I would say if it happens once in a great while or a one-off situation, it could be ISP congestion or just a fluke. If it occurs more frequently, I would recommend reviewing the Network Troubleshooting Guide, linked in the article above, to get more information on how you may be able to help resolve it.
