Hey there!
The Legend and Master Lost Sectors are on a daily rotation. They can appear on Europa, the Cosmodrome and the moon. Today, both Lost Sectors are on the moon, so as long as you have the Lost Sectors on the Moon unlocked, you should be able to see and access the Lost Sectors.
