You are no longer able to port your characters over to destiny two ,that was a limited time at the very beginning of destiny 2. also the only thing that really transferred was the look of the character nothing more.

I'm not trying to port to Destiny 2. I'm trying to legacy import from Destiny 1 PS3 to Destiny 1 PS4.

Gotcha sorry I misunderstood what you were saying. Did you try going into your PS4 and restoring the licenses ?
