I'm having this same issue. Couldn't open week 7's cache last week, can't open the hanger one this week. Good to know it's not an isolated issue I suppose

In my case it's a litle bit different. I was able to open 2 or 3 first caches, and then it stopped. After first run a week I receive new lore but I can't activate any datapad. Only when I'm with my fireteam and they can ( which I can't, it's so frustrating ) I can take loot. But I would love to be able to do it on my own. Every time before my buddie opens cache, he asks me to try and do it first, and it's always the same - I can't, he can :/ As I remember, I have 7/8 and he has 8/9...
