I finally found a fix! I opened a elavated cmd promt then did these two commands: netsh int ip reset netsh int udp reset And then I restarted. I dont know if both are required, but I figured the game shoudl be using more udp than tcp so might as well.

I figured out the issue. The network adapter driver from the motherboard manufacturer is apparently bad. I grabbed the latest straight from Intel and the beaver seems to be leaving me alone now.
