Destiny is about using weapons from one activity in other activities. Grind some pve to get a weapon for pvp and then grind pvp for a weapon you want in pve. Been like that since the game came out and it should never change.

Here's the thing most people who can get this gear are constant crucible players most don't care for Pve so again pve perks are kinda lame on crucible weapons especially perks that you can't even really use at all in crucible.

You could literally lose 10 matches and get the gear. If you don’t like a pve roll on your weapon, go get another roll. Having weapons that are good in other modes brings more people into trials.

You think people will want One for all in any situation over Rampage, Desperado, or even celebrity. Nah man they could have given us a better perk option is all I'm saying. Also the whole lose ten rounds purposely to get an engram thing isn't gonna last bungie has changed shit for less.

Rampage at a 3 stack is lower than it and requires 3 kills rather than bits.Desperado got a huge pve dmage nerf back in Shadowkeep.
