Hey,
You have to complete the abandoned quest before Xur will have another one for you. Since the quest currently cannot be picked up from the Quest Archive, you'll have to pick it up and complete it with a different character.

Problem is i cant pick it up on any of my characters and the quest is gone along with the cypher that dissapeard into the void along with it.

Ah, sorry, I misunderstood. If you've already turned in a quest this week, then you will not be able to pick it up again until next week. Unfortunately, Exotic Ciphers will not go to the Postmaster, so if you attempt to collect the one from the quest while you have one in inventory, it will be lost.
