They probably thought people would complain , imagine carrying a bomb and get frozen
But I think if an enemy had the same abilities we do it would make for more interesting fights, sort of like in Outriders where you fight enemy altered and captains that have abilities you have to interrupt or you will never kill them

He still wasn't on our level , he couldn't heal , he might have had a few guardian supers but he didn't stand a chance -
I get it to some degree, I don't exactly want captains spamming coldsnaps at us... but some stasis mechanic to avoid being frozen, or needing to save team members from an increasing slow debuff that will freeze them would've made sense. [spoiler]From a company perspective it's realistic that the story writers for the campaign and the raid design team just aren't that intricately linked, but I'm wondering if any lore can explain it.[/spoiler]
