I got Ryzen 3600, 16GB RAM, RX 480 8GB @ 1350 MHz I just rolled back to Driver 20.4.2 from the latest (21.2.3) and I got significant performance back. The tangled shore is running above 60, stuttering gone. I believe drivers above 20.4.2 have some issues with Destiny results in poor GPU usage. I see a lot of people commented on the point. I recommend the engineering team sample performance between 20.4.2 and newer versions. This really sucks for the new 6000 series cards as 20.4.2 doesn't support 6000 series.
