I got Ryzen 3600, 16GB RAM, RX 480 8GB @ 1350 MHz
I just rolled back to Driver 20.4.2 from the latest (21.2.3) and I got significant performance back.
The tangled shore is running above 60, stuttering gone.
I believe drivers above 20.4.2 have some issues with Destiny results in poor GPU usage. I see a lot of people commented on the point. I recommend the engineering team sample performance between 20.4.2 and newer versions.
This really sucks for the new 6000 series cards as 20.4.2 doesn't support 6000 series.

That's just with drivers versions above to 20.4.2 (20.5.1 and etc.) there were no problems before release Beyond Light and no low GPU utilization too. It's only game engine problem, not driver issue.
