I am having the same issue. I had put it on when I first got it but the ornament was greyed out in Collections. I was trying to test this so I dismantled my original NTtE and pulled a new one from collections but the ornament cannot be applied to the weapon. It has a red error bar that says Exclusive Item.

It was meant to be fixed with today's patch but seems it's still broken. Bungie are currently investigating again.
