Is this an acceptable network connection?

I got a "persistently unstable network connection" warning in game a few days ago. I have 1000Mb Down / 100Mb up cable Internet, and am using a LAN cable to my PS5, and using a Netgear XR500 gaming router which has anti-bufferbloat. When I sit in the tower and watch my connection bar in the roster, it goes up and down in quality in real time, and when I look in the geo view in the router admin console, I see people from all over the world in my instance (I'm in Ireland). I only have this problem on PS5, not on PC, but I understand the network architecture is different with Steam, it is through a VPN or something like that. After putting a post on a community support site for my ISP, I did a broadband test (URL is in the post). Based on some feedback I got, there is upstream network congestion during the busy times of day, as everyone is working from home at the moment. If I am banned for this connection, then Bungie may as well ban anyone in Ireland or any other non-US country that is on a PS5, as I have the best possible Internet that you can get in Ireland, and am using a dedicated gaming router with QoS and anti buffer bloat.

    During peak hours, the ping goes through the roof, which means high jitter (which impacts Destiny 2 severely). That leads me to believe that your ISP doesn't have a backbone strong enough to support all the connection loads efficiently (they maybe oversold their connections?).
