I got a "persistently unstable network connection" warning in game a few days ago.
I have 1000Mb Down / 100Mb up cable Internet, and am using a LAN cable to my PS5, and using a Netgear XR500 gaming router which has anti-bufferbloat.
When I sit in the tower and watch my connection bar in the roster, it goes up and down in quality in real time, and when I look in the geo view in the router admin console, I see people from all over the world in my instance (I'm in Ireland).
I only have this problem on PS5, not on PC, but I understand the network architecture is different with Steam, it is through a VPN or something like that.
After putting a post on a community support site for my ISP, I did a broadband test (URL is in the post).
Based on some feedback I got, there is upstream network congestion during the busy times of day, as everyone is working from home at the moment.
If I am banned for this connection, then Bungie may as well ban anyone in Ireland or any other non-US country that is on a PS5, as I have the best possible Internet that you can get in Ireland, and am using a dedicated gaming router with QoS and anti buffer bloat.

Also living in Ireland and have the exact same issue. Nothing we can do mate it’s the damn p2p connection, our internet can literally be perfect and we may still lag because they refuse to get proper servers
