Sounds like just a giant nerf to higher level nightfalls.
I dont see the issue with the mod system now.

Not necessarily. Higher level nightfalls still have more champions that spawn, often at the same time, with lots of de-buffs to players and buffs to enemies. Still a challenge but more flexibility for players to play with what they like. Not what they "have" to.

You cant just pick your op loadout you use for everything.
