Universal ornaments only apply to characters of the same class. So if you bought the bundle and your account has 3 Warlocks then Yes all 3 Warlocks can use these ornaments. But these ornaments don't apply to Hunter and Titans which have their own specific sets.

Yes it will. Universal Ornaments are class specific but shared account wide. So each new Warlock you create will have access to all the Universal Ornaments you have acquired for Warlocks. -
