If the issue is you have the correct accounts linked, but picked the wrong account to be the cross save account then go to this page, https://www.bungie.net/en/Help/Troubleshoot?oid=48099 and at the bottom is a contact form where you can request Bungie swap the account that is currently the main cross save account.
However, if the issue is you've completely linked one or more incorrect accounts to your profile, then to fix it you will need to first disable cross save. If that is the case, and you're locked out due to a recent Silver purchase then you can use the same cross save form linked to above to request Bungie forego the Silver purchase waiting period.

Did you actually attempt to fill out the contact form and received that message when hitting the submit button?
