A lot of games do this now. Release passes filled with mostly cosmetics as filler content. Blame fortnite. Ever since that darn game showed up gaming has gone downhill and effort by devs has declined

Battlefield 1 was a prime example for premium and non premium members. Decent dlcs, then battle field 5 came out and fell hard on its face, silly cosmetics and maybe a few crap weapons.
