It would be difficult to troubleshoot this issue by proxy. It would definitely help if your friend would reply to this thread so we can assist further!
Your friend needs to be sure they completed as much of the New Light quests as possible. Also, make sure they complete all of the introductory missions for the destinations in the game, which the New Light quests should guide them through.
Please note that deleting characters is not normally recommended.

Ill try to have him reply to this thread, and he already completed all basic (new light/ destination) quests. He also has purchased all expansions, and completed the Beyond Light campaign. This is two seasons in a row where day one he had no access to any seasonal content or the artifact, yet two of my other friends, despite being New Light players as well, have had 0 issues. If it helps, his playstation name is kwest06. He does not have a Bungie account set up either. He simply would like to play the game, so having to do all these extraneous chores and try to fix what shouldn’t be broken at the start of the season is a bit of a turn off for him.
