In addition to constant stuttering and low FPS even at the lowest settings, my PC started crashing regularly after ~20 mins of play. Stuttering gets worse and then suddenly power goes out, black screen. So in addition of being borderline unplayable, trying to run this game might be actually damaging my hardware. Older drivers don't help, clean reinstall of PC didn't help either. Game was running fine before January. That told me the fault was on my end. Here is the thing that worked for me: I uninstalled the AMD drivers using their cleaner tool, and then let Windows Update find updates. That took care of the driver for me. The stuttering is still present, but rarely, and game doesn't seem to crash anymore. FPS is mostly stable!
