The tldr is that nvidia cards suffer from the shader cache thing quite a lot (zero examples of radeon cards for this particular problem, that I was able to source).
It doesn't just "improve performance" it makes the game go from crashing on character select to "playable" (if you can stomach texture load/bleed every single time you do anything and hilariously bright everything).
The issue started around the December 17th hotfix, and has not been alleviated (in fact in many cases made worse or more unstable) by any Nvidia driver or windows update since.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
