Completed the quest two weeks ago, they do spawn on the moon.

I just checked there. I didn't see the thrall there. Could it be a problem with just my game? I remember seeing somewhere that they are on a weekly rotation. I would assume it would be the same for everyone.

Actually, yes it does rotate weekly. I was probably lucky and landed on the right one on my first try. If it doesn't work, I suggest to do the basic troubleshooting steps, including clearing the cache, checking the file integrity, etc. I don't have the troubleshooting article with me right now, but a quick search should lead you to it.
