Patch didn't fix anything for me either. Maybe I got a 2-3 fps increase but that's not that noticeable especially when I'm still sitting below 40 on the Tangled Shore.
Edit: Doing a driver uninstall with DDU and using the 20.4.2 driver worked for me greatly. I'm in the 90s on the Tangled Shore (35-40) previously. I don't know if we can post links but just google DDU and follow the instructions. You should reboot into safe mode before running it: hold shift and click restart from the start menu. It will bring you to a blue windows screen with more options.
Graphics settings don't impact anything at all. I can min out the render resolution so that I'm looking at an 8 bit game and still only get 35-40 fps. I tried rolling back to the 20.4.2 AMD driver but that didn't work.

Damn good call, mate. I appreciate it. I'm back up in the 80-90 range on tangled shore. Hopefully this doesn't negatively impact other games. Good fix though! I'm updating my main comment.
