I been having the same issue since December, can't find any of the non time gated bones in the dreaming city. Been stuck, hopefully they fix it soon.

In the most recent TWAB that was just posted, it was listed as a known issue. Unfortunately there’s no set time for it to be fixed.

Yup. It’s going to suck waiting six weeks again after it’s fixed to rotate through the ascendant challenges.
