Hello. The quest disappears from his quest tab when he collects it? Is he still able to collect it again? Can he provide a video of this occurring? Imgur, Twitter, or YouTube works best.

No. When he collects it, it disappears and it isn't in any of his quest tabs. And the game still says his quest inventory is full. He's tried it on all his characters, so at the current moment he cannot provide a video of it but I'll try to get home to maybe make a new character and try it again.
