It's either horrible stat distribution or low infuse cap, there also nog a good way to farm them.

prophecy dungeon can be farmed and drops the highest stat armor imo. give it a try.

I think I need to replace 1 armor piece next season I might run Prophecy, can't be bothered now sunset has ruined my will to grind. I did 4 runs(total since launch) and everything was trash.
