5800x + 6800xt.
When in tangled shore, only 45~60 fps.
The graphics card is basically sleeping, and only consumes 100W of power to run out of 50FPS. No matter I set it to 1080P full low or full high, the number of frames is always 50. WTF.

I have the exact same issue so good to know i'm not alone on this and that it's not something my end. Not sure how to fix it though besides plugging my gtx 1080 back in and getting 130fps average again. By the way this amd card is fine because i got very high frames in other games like apex, csgo where power draw was 200w+ , freq 2100-2500 , gpu load 80-100%. I hope bungie and amd get this sorted because using a card that is twice as fast as my old gtx 1080 but runs twice is slow is beyond belief.

I am also having the same issue I was so excited to put my rx6800 in I changed out my 2060 and now my performance literally fell of a cliff I went from 90-110 down to 45-60 unless in orbit one of my fave games but it’s unplayable

feels bad man. Bungie should have been prepared for these new gpu's. I just noticed at the top of the post that they are currently investigating FPS issues on PC. Hopefully it'll get fixed real soon so we can enjoy gaming at really high frames.
