I found another game with same issues, it is The Division 2. Same problems with my RX 5700 XT. In the open world areas FPS tanks from usual 100-100 FPS to 50-65 FPS, GPU usage are 60-70%, as in Destiny 2, but there's solution. I just changed to DX12 render and vualia, everything works as it should, all areas over 100 FPS, 97-99% GPU usage. I suspect there is something wrong with DX11 in either drivers, or Windows 2004 build. I don't have any other DX11 game to test. Both CoDs, Modern Warfare and Black Ops, use DX12, same with Forza Horizon 4 or Forza Motorsport 7, The Division 2 with DX12 also works great. Only one game works bad and it's Destiny 2 with DX11. I want to stress that Division 2 with DX11 also works like ass on RX 5700 XT as I mentioned.

Yes, that's very well know DX11 is shit, is awful at using CPU resources and Destiny is a CPU intensive game which makes int a worst situation for using DX11. DX12 will always be far superior, that's why on Division two you get better performance, but Bungie seems to be set on DX11 on the next expansions coming for the next years which is just ridiculous. They should give us an Vulkan update and get rid of DX11, but I doubt they'll put resources into something that won't go to eververse.
