The only playlist that has skill based matchmaking is the Survival playlist. All the other playlists utilize connection based matchmaking.

Yea pretty sure it says skill based in the game for Iron Banner.

It says similar skill though when you hover over Iron Banner leading people to believe that skill based does exist there though
