"your literally gimping high end users on a PS4 capable title" Are you seriously comparing PS4 to PC? I'm going to assume you've never played this game on PC .. or seen anyone that has. I hate to break this to you but D2 on PC is literally a completely different game than PS4. Its like comparing the released Sonic the Hedgehog movie to the one that they were going to release.
