The campaign starts on the Europa destination. Have you visited there, yet?

I have, but don't see any quest or campaign options.

Hmmm. You may need to check the Quest Kiosk located next to the Postmaster at the Tower.

It was in the kiosk. Thank you! Why does the campaign icon next to Europa tell me I need to buy it again, and why does the campaign show up in the kiosk but not on the map it is for?
