It's a known issue Bungie have acknowledged it but have said they cannot give a date for a fix.
A lot of players have complained it's only really started since BL dropped.

It has been an issue for a few years since they broke it. Literally the worst implementation of HDR of any game last generation.

Not really. Its been a issue since they gave us HDR. Just not the game even have more verbal players speaking up on certain issues... and yeah they've been saying they can't give a date for years now
