They need a permanent level system.
Like gun tree
Defense tree
And class tree
And keep power levels blocking grand master and master only.

Add exclusive loot to master and grand master to have a real end game and a point to grinding each season. Each season could have exclusive armor and weapons for end tier power caps. Gives you a reason to try and hit cap.
