To be fair...it does say the exotic drops are rare not guaranteed.
You're expected to grind it out until you get the drop.

They're actually listed as common, but the drop rate doesn't seem to reflect that.

Tell that to the people who grinded out the nightfall 100+ times to try to get DFA which later announced it was bugged. Never blindly grind again.

Expect this is not bugged, I've gotten ever new exotic I tried for. And many many others the same. The drops are not bugged. Plus these Lost Sectors are way shorter than those Nightfall grinds if you are at a decent level.

Expect every live service game to have bugs. It was fine day one for me, it was fine last week for me. I never had an issue with the drop rates until recently along with many other players. We dont know if they are bugged or have a hidden drop cap until they elaborate on it. I used to get a drop every other run on master, to not getting any exotic at all in over 10 runs. How can that not be suspicious at all. Lost sectors, may be shorter, but the ai is much more difficult (their response times/alertness have been kicked up a notch).

It actually says common... to be fair. So it shouldn't take being grinded out 12 or so times like Sinistradbane said below.
