Make Loaded question exotic, buff fusions in some other way.
Perks are bandaid fixes.

I strongly disagree, a good perk pool can make or break a weapon type. It's not just a bandaid.

If the weapon type is a deadweight and perks are bringing it back, then it's an OP perk. Like how Recluse "saved" SMGs. It didn't, it was just ridiculously powerful, and it alone.

Yes but if most SMG's have a reasonable selection of powerful perks (not overpowered) then it's a solid fix to the weapon type. If the recluse perk was available on all SMGs but only increased damage by 20%, it'd solidly be similar in power to kill-clip but distinctly more usable, making the weapon type better in general. We must remember that perks define a weapon, not the other way around.

I have to disagree. If that one perk bringing them back to life then it's the perk not the gun itself. Because that gun without the specific perk will be simply useless. We'd be hunting for that specific perk rather than the specific gun itself.

Yeah, but I don't fusions are as far-gone as scout rifles. Allowing fusions a selection of perks that solidify their role as crowd control weapons would be a superb solution to their displacement in the meta. Chain Reaction, Rampage, Feeding Frenzy, etc.
