The PC Move process was discontinued on December 1, 2020, and this deadline was announced through multiple channels ahead of time. The Forsaken expansion might be on sale from Steam in your region at this time.

that's not the issue, the issue is that people have to rebuy forsaken because they didn't know there was a fix because the fix was posted in an out of the way place in a language they don't speak + nothing was said in the language they Do speak, and if there might be a refund possible

You would need to discuss refund options with the retailer that you originally bought the Forsaken expansion from, most likely that would be Battle.net.
