I was told on Reddit to post here regarding fps issues. Before Beyond Light my computer would basically maintain 144hz with small drops here and there, within normal parameters. After Beyond Light, my computer is constantly experiencing frame rate drops in certain areas (of which I have taken specific detail on), but my average frame rates have also decreased from 144fps to generally around 100fps (with no hardware changes to the system). The Dreaming City experiences frame rates as low as 55fps and as high as 80. The moon experiences 75-99. Tangled Shore experiences 75-95, but when you get to Sorik's Cut, the game stutters as if its going to crash and goes as low as 45fps. EDZ averages 80-110fps. Europa experiences an average of 90-133fps (definitely the best in game). I rarely visit Nessus, so I cant say for sure. In any regard, my system exceeds the recommended specifications for the game. I am running on an Intel i7-7700k (at Base clock); 32 gigs of DDR4; and an Asus Strix 1080ti. I'm running on a Seasonic 1000W PSU, so I don't see power inconsistencies being the issue and the game runs on an M.2 SSD so read/write isn't an issue either.
