You can't get mods by turning in materials. You have to wait until he's selling it. It's not RNG based. His inventory changes daily so keep checking every day.

I cant post a picture, when you go into the mods section it states earned tru rank up packages from banshee-44. it should tbh else it would longer then a month even if he did sell one on a daily rotation with a total of 51 mods.

Looks like they changed how you obtain it. I think you're at the mercy of RNG at this point.
