2070 Super + 9600k here. Since the transition to steam I've been unable to get the game running as smoothly as it did pre-Shadowkeep. With BL it got much worse, with no changes at all to my system. It's two things: Lower FPS in many areas, particularly ones that have had their lighting adjusted. It's worst in the EDZ and tangled shore, where I've gone from 120-144 consistent FPS to 70-100 (running at 1440p). This happens regardless of the settings I use or my CPU or GPU utilization — even setting all options to low and the resolution to 720p, I still can't reliably get back to my original FPS levels. The other is stuttering, which has been a consistent problem since Shadowkeep, but got much worse with the update. It happens almost everywhere, but is particularly bad on Europa when e.g. transitioning between areas. I NEVER get stuttering when just standing still moving the mouse, but it kicks in when sliding, ADSing, etc from time to time. With stuttering I have tried every possible combination of all relevant settings you could possibly imagine. I have a G-Sync monitor (Asus PG279Q) and generally have G-Sync on, V-Sync on in the Nvidia control panel, and V-Sync off in-game, but have tried all combinations with no real improvement, even capping frames to 60 in the Nvidia control panel, in-game, and capping the monitor to 60Hz. The stuttering continues no matter what. I don't have the same issues here with any other games. One other little bit of context: when playing through the BL campaign, stuttering seemed worse and more frequent than after the campaign. This was consistent across all three playthroughs for my three characters. I assume it has something to do with the Europa weather being consistently foggy/snowy through most of the early campaign? Hope this helps.
