I have the exact same issue,
I also have the same specs as you.
Next to this sometimes gpu usage goes to 0% also the rx5700xt refuses to use more than 50% of its power. Instead of using more power to maintain the fps it doesnt use more power and just gives me 30-50 fps. This is so annoying
