The perfect description says “Arc, Solar and Void melee final blows unleash a damaging explosion...”
While I do agree Stasis should work with Severance Enclosure as well as any other respective Exotic... The perk description clearly says that it doesnt.

I'm assuming it's just bugged. I feel like if they went through and made exotics not work with Stasis, they would have had it in patch notes, and would probably have in-game descriptions altered. Then again it's Bungie.
