Lost 40- 50% performance across the entire game. EDZ it's also the worst offender for me by far, cosmodrone is also pretty bad. The game doesn't seem any better aside from the new lighting.
Running a perfectly stable system that I use for much more demanding tasks than D2.
System:
RTX 3080
i9 - 9900k OC 5ghz
16 gb ram 3200 mhz
1tb nvme ssd (with good reads and 500 gb left of space)
It HAS to be something to do with the game. I always kept track of FPS in this game and other games and it's far worse since the launch of the new DLC.
Its staining an otherwise great DLC for me.

"i9 - 9900k OC 5ghz"- on all cores? no offset? If yes on all cores and no offset, what is your voltage? also what foundry Costa Rica, Manila, ect? lastly the age of the cpu, early, mid, late gen? Very curious.

Sorry that I didnt see this earlier. Yes 5.0 ghz on all cores, its about 1.37 or 1.38 at the moment I think, a bit high but I am also OCing the ram so it needs higher voltage for stability. It's solid stable, did the prime tests and other stress 100% cpu tests also. Decent temps (have the x73 kraken), but never going higher than 70 (only on some peaks). Didn't mess with the offset on this OC. Not sure what the foundry is though, the cpu is about 1.5 year old. It's treating me well, never had problems with it or the 3080.

I don't have stutter, I have less FPS than before. Do you know your fps values before comparatively to what they are now? I'm sure everyone is experiencing some kind of fps drop, some just didnt notice it.

I step in many world by this name . and i lazy to listed it. eg cod mw . i paid 500 $ in there stay in side there for 1 month during D2 kick me out from forum . and my rank in there is 170 five star general - _ - cheer
