What does he do
I have a friend how pre ordered the deluxe edition and he has the email from psn but its tells him that he has to buy it again

When did he pre-order the deluxe edition? Sony refunded many pre-orders back in July when it was announced the DLC was going to be delayed. I'd have him check his Wallet/purchase history to see if it was refunded.
