As much as I would like to have more control of Armor stats or maybe even just more consistency, implementing such things would remove 98% of the game's "content". You know; the repetition, grinding, and bad RNG. I guess at least we will have one new world with "dynamic weather" to run circles in while endlessly grinding.

I’m not proposing a drastic change. Just something small to take the pain off.

I get you. Even if they implemented something, I can't say I would have much faith in it. Just this morning I got an Intellect Focused set of gloves with 55 total stats and only 10 Intellect. It was the fourth highest stat. Heck, I think there has only been one decent Focused Armor piece out of all that I have gotten.
