Allo there,
In other to unlink an account you need to disable cross save which requires all accounts be authenticated. If you can't do that, then you'll need to work with steam to fix the issue so you can then authenticate that log in and if you still wish, unlink it.

I can't work with steam because it's purchase locked, I put in all authentication on steam, logged in, and everything I can possibly do, I can't authenticate the account and I'm asking if bungie can manually disable it, because I cannot.

Unfortunately Bungie can't remove an account as they don't have access to anyone's account.
