They need to recoup losses from the extension of the current season.
They'll probably change it back once that happens.

It’s a marketing plan to make Bungie real $$$. Reducing in game bright dust, tying it more to the paid season pass, mentioning transmog coming, it’s all to “encourage” players to buy Eververse $$$ in the future. Bungie with their high cost per item pricing.... bright dust levels disappear quickly. FOMO has not left their way of doing business but a lot of players have.

"We have more plans for improving how you earn Bright Dust coming in Season 13 and will continue to monitor your feedback." But I can see how some people missed that because by the time they got that far their heads had already exploded. Or they were distracted trying to do the math. Of course Bungie didn't elaborate on future changes. Bungie knows exactly how much Dust every player makes currently and they [i]say[/i] this change will result in the majority of players coming out ahead. Whether you believe that or not is up to you. Personally I think it's going to piss off the players who care about this kind of thing a lot more than it will make the rest of us happy. By the end of the season Bungie will know what the verdict is about how it effected players - to the very last Dust. But I doubt we will.
