They would have to tone down the damage, its a heavy sniper rifle that deals significantly more damage then other snipers

It is a DUD Sniper and there are a lot of snipers that outclass it for damage. Quite a few legendaries actually. If you have a tribute hall with tributes I challenge you to test weapons on the biggest tribute you have and see for yourself as I have done. Make sure you watch your radar and when the red pie section disappears to a strip you are 50 metres away. Get 5 snipers and test them at that range. DARCI is one of the weakest for damage I have found. I posted my results in this post earlier.

I dont know bout that its still used in some strats for some encounters you probably tested its base damage and didn’t think to use it with its exotic ability

Heavy snipers actually do a base amount of damage more than special snipers by default. When forsaken came out, special ammo weapons in energy and Kinetic slots all took a sizeable percentage nerf, and the patch notes took this as a percentage of weapons in specific slots rather than specific weapons.
