It works but it's not the most significant benefit to have. I think it could AT LEAST recover like 20 shields after restoring your health to full, that way you don't...ya know...instantly die afterwards anyways. The ability regen should be improved by like 10% but otherwise its fine. As an exotic, it offers a lot for essentially nothing and it's not exactly worthless but it's certainly just...fine.
